The following letter was delivered to businesses along Ellice Avenue affected by road construction between Arlington Street and Erin Street.

Reference: City of Winnipeg 2017 Regional Street Renewal Program: Ellice Avenue Rehabilitation and Reconstruction

We wish to advise you that construction will begin on the Rehabilitation and Reconstruction of Ellice Avenue the week of July 31st, 2017 as part of the Regional Street Renewal Program for the City of Winnipeg, Public Works Department.

Construction will take approximately 11 weeks and will take 2 phases. Phase 1 will have traffic flowing in one lane in the westbound direction from approximately July 31 to September 6, and Phase 2 will then switch to eastbound traffic from approximately September 6 to October 13. The rehabilitation work will include minor concrete pavement repairs, minor curb and sidewalk renewals, a new asphalt overlay and other miscellaneous works. The reconstruction work will include excavation of the roadway, installation of new concrete road, curb and sidewalk, and other miscellaneous works.

Consultant

The Consultant for the project is Stantec Consulting Ltd.

Contractor

The Contractor for the project will be Darco Enterprises

Street / Public Lane Closure

Phase 1

Ellice Avenue will be restricted to one lane of westbound traffic. No side street or back lane access will be allowed in the reconstruction area (from Arlington St to Downing St) from south of Ellice Avenue.

Phase 2

Ellice Avenue will be restricted to one lane of eastbound traffic. No side street or back lane access will be allowed in the reconstruction area (from Arlington St to Downing St) from north of Ellice Avenue.

Parking / Pedestrian Access

Due to the construction activities, all on-street parking will be removed beginning the week of July 31st. 2017. All efforts will be taken to complete this project as quickly as possible to minimize impacts to residents and businesses. Emergency access will always be maintained through the construction zone. Pedestrian access will be maintained throughout the duration of this project.

Rehabilitation Area: Ellice Avenue – Dominion St to Erin St

Refuse and Recycling Pick Up

Phase 1

During the first phase of construction, until approximately September 6, 2017, residents who live on the south side of Ellice Ave on the west side of Banning St, Lipton St, Ingersoll St, Garfield St, and the east side of Dominion St will be required to move their refuse and recycling collection to the front boulevard by 7:00am on collection days. Residents are required to provide address labels to identify their bins.

Phase 2

During the second phase of construction, from approximately September 6, 2017 to October 13, 2017, residents who live on the north side of Ellice Ave on the west side of Banning St, Lipton St, Ingersoll St, Garfield St, and the east side of Dominion St will be required to move their refuse and recycling collection to the front boulevard by 7:00am on collection days. Residents are required to provide address labels to identify their bins.

Transit Services

Phase 1

Westbound transit routes will operate normally, but no eastbound transit routes will run down Ellice Avenue.

July 31, 2017 to August 12, 2017

Eastbound transit routes will be rerouted down Sargent Ave and temporary stop locations will be provided.

August 12, 2017 to September 6, 2017

Eastbound transit routes will be rerouted down St Matthews Ave and temporary stop locations will be provided.

Phase 2

Eastbound transit routes will operate normally, but no westbound transit routes will run down Ellice Avenue.

Westbound transit routes will be rerouted down St Matthews Ave and temporary stop locations will be provided.

We recognize that this project may cause you some inconvenience and disruption, but is required due to the nature of the work.
